Developer Choice Frequently Asked Questions

1. Why is ENMAX making this change?
ENMAX Power Corporation (EPC) has been transitioning towards an “Asset Management Operating Model” for distribution projects. EPC’s role as asset owner will focus on owning, operating and managing the growth of its infrastructure, with design and construction activities assigned to external service providers.

2. What types of projects are in the “Developer Choice” Model?
All Developer driven non-residential distribution projects excluding projects initiated by The City of Calgary Transportation Infrastructure and Roads.

3. What is EPC’s involvement in “Developer Choice” projects?
EPC have provided standards, specifications and guidelines for design and construction. EPC also has quality control processes in place. Some aspects of construction such as energization of the system and performing “live line” work (i.e. working on energized equipment) will be done by EPC.

4. Are project costs going to increase?
Project costs will be market based and dependant on the agreement between the Developer and the Service Provider. EPC will continue to invest as per the Investment Policy approved by the Alberta Utilities Commission (AUC).

5. Will projects take longer to complete?
The Developer Choice Model will provide Developers increased flexibility to meet their business needs. Project timelines (design, material procurement and construction) will be arranged between the Developer and the Service Provider.

6. How many EPC pre-qualified Service Providers am I able to choose from?
Developers initially have a choice of three pre-qualified Service Providers. As this new model matures, EPC intends to pre-qualify additional Service Providers.

7. Who will coordinate the work with other shallow utilities (i.e. telephone, cable, gas)?
If the Developer chooses to install telephone/cable/gas infrastructure, any coordination will be the responsibility of the Service Provider.

8. How will EPC ensure the quality of the electrical installation?
The Service Provider is required to design and build as per EPC’s standards, specifications, and guidelines. EPC has inspection and quality control processes in place to ensure the installation of a safe and reliable electrical system.

9. What happens if there is a cable or equipment failure in the future?
EPC will continue to respond to equipment failures and outages to restore service in a timely manner.
